RSF drone strikes and a tightening siege have left El Obeid without power for nearly a month, its water, hospitals and markets crippled and food prices up as much as 300%, per the UN, AFP and The National. The UN Human Rights Council opened an urgent debate and on July 6 passed a UK-led motion establishing an inquiry; the European Parliament voted July 9 to seek an RSF terror designation. The European Parliament's July 9 resolution, passed 476 to 28 with 96 abstentions, put 563,000 civilians and 105,000 displaced people at risk in the city, with a further 700,000 living within 30km of the center; the RSF holds every route but the east, a setup aid groups warn could become "the next El Fasher."
